Chris holds a BA in Environmental Management from Makerere University and a Postgraduate Diploma in Financial Management from the Uganda Management Institute.
He has attended the Mining and Regional Development Short Course at the University of Western Australia in Perth, as well as the Extractives Governance and Sustainable Development Course at the University of Columbia, New York. He has attended several other courses related to mining sector governance by the International Mining for Development Centre (IM4DC), Minerals and Energy for Development Alliance (MEFDA) and World Bank. He is a 2014 Fellow of the Mandela Washington Young African Leaders Initiative.
Chris has been a central player in civil society efforts advocating for a sustainably managed extractives sector in Uganda for the past eight years, initially as a Manager of the Oil Governance Project at ActionAid and more recently as Programs Director at Africa Centre for Energy and Mineral Policy (ACEMP). He participated in civil society efforts in reviewing and preparing position papers on the Draft Mining and Minerals Bill, 2019 of Uganda. Chris has been a team member on several consultancy assignments in the extractives sector. The most recent include; Undertaking Analysis and Development of Knowledge Products for the Development Minerals Sector In Uganda (UNDP 2020); Development of a National Overview of the Artisanal and Small scale Gold Mining Sector in Uganda (NEMA 2018-19); Development of a National Action Plan for the Management of Mercury in the Artisanal and Small Scale Gold Mining Sector in Uganda (NEMA 2019); Reviewing the Artisanal and Small scale Management Strategy in Uganda (MEMD 2019) and Supporting the Government of Uganda in the Registration and Management of Artisanal & Small Scale Miners in Uganda (2019-20), among others.
He is an alumnus of the 2020 Cohort of the Leaders in Extractive and African Development (LEAD) Program of the University of Cape Town. He has a certificate in Environment, Community, Health & Safety in Low Value Minerals and Materials Sector by ACP, EU and UNDP (Addis Ababa, November 2015); a Certificate in Improving Mineral Tax Administration and Collection frameworks from the World Bank and the Australian International Mining for Development Centre (Addis Ababa, November 2014); and has undergone basic training in Gemology and its application in the field (Nairobi, July 2019).
Chris is also a member of the Country Working Group (CTWG) on the Implementation of the 2 year UNDP, ACP-EU funded Development Minerals (Low Value Minerals and Materials -LVMM) project in Uganda dealing with Environmental, Community, Health and Safety aspects of Low Value Minerals and Materials in Uganda. This project focuses on the development of construction minerals and materials such as sand, murram, clay, granite, marble and limestone among others.
