Bwesigye Don Binyina

Don holds a MSc in Mineral and Energy Economics from Curtin University, Western Australia, a Bachelor’s Degree in Law (LLB) (Hons) from Makerere University and a Diploma in Law from Law Development Centre (LDC).

Don is a 2016 Fellow of the Emerging Leaders in African Mining (ELAM) - Cape Town, South Africa. He has attained specialized trainings in Mineral Negotiation skills, Regional Development and Mining, Mineral Economics, Improving Mining Tax Administration and Collection Frameworks from the International Mining for Development Centre (IM4DC), Natural Resource Governance Institute, Minerals and Energy for Development Alliance (MEFDA) and the World Bank respectively.

He served as the Chairman of the ICGRL Regional Audit Committee overseeing the implementation of responsible mineral supply chains in the Greta Lakes Region.

He was the lead consultant engaged by the World Bank to review Uganda’s current mineral policy, law and fiscal framework and facilitate the formulation of a new Mining and Minerals Policy, Law and Fiscal Regime (2014-2016). Don specializes in building business relationships between mining communities and medium to large-scale mining companies in order to guarantee investors a social license to operate. He is a skilled negotiator with a wealth of local and regional knowledge about mining in Uganda and the Great Lakes Region.

He is a member of the Country Working Group (CTWG) on the Implementation of a 2 year, UNDP, ACP-EU funded Development Minerals project in Uganda dealing with Construction Materials such as, Limestone, Marble, Sand, Clay, slates, gravel and Granites), Environmental, Community, Health and Safety aspects of Low Value Minerals and Materials in Uganda.
